The Nagpur City bus service was under the control of MSRTC until year 2007. From 2007 NMC has taken over the city bus responsibility. The 140 buses were deployed by VanshNimay Infrastructures Pvt. Ltd. (VNIL) on PPP model.
Nagpur Municipal Corporation is implementing a multimode public transport project to provide inexpensive and rapid public transport to the people of Nagpur. The major component of which is the ongoing Nagpur Metro Project expected to be commissioned in the year 2017. Also the current bus transit system based on the revenue generating Net Contract Cost (NCC) has proven to be unsuccessful and insufficient for the increasing needs of the people. Hence NMC intends to augment the service by increasing the number of standard buses along with addition of premium air conditioned buses operating on bio fuels and implementing a service based Gross Cost Contract (GCC). The new service aims at not only improving the existing public transport service but also at reducing the dependency on Non Renewable petroleum based fuels and reduction in air pollution levels in the city, through introduction of Green Buses based on sustainable Bio ethanol & Bio gas generated from Sugar factories & waste water treatment plant respectively.
The major shift from old model is from revenue based model to service based model. No exclusive right to operator, all flexibility of increases the service level or fleet size shall remain with the NMC.
Role of M/s DRA Consultant Pvt. Ltd is to provide :-
1.Transaction Advisory Services and Pre-feasibility Services :-
For funding and O&M of Green Buses for Nagpur City through PPP for Urban Transport Services.
2. Bid Process Management :–
Issue of Notice Inviting Tender, Preparation of RFP document, Evaluation of bid, Selection of Operator, Letter of Intent, Signing of Contract etc.,
Selection of Management and IT Services (MITS) operator, Selection of Green Bus (running on sustainable Bio ethanol & Bio gas) operator – Operation and Maintenance.
3. Bus Route Analysis study and Report :-
Route Plan and services, Network, Physical infrastructure (e.g. terminals), Tariffs and ticketing, Information and marketing, Customer support, Comprehensive multi-modal data collection, analysis and network design, Integrated and multi-modal tariff structures, Capacity Optimization, Operations Management Support, Ticketing and Revenue Management, Customer Orientation, Human Resource Development, Bus Operations Monitoring, Integration of Multimode Public Transport, Support services to improve Operator’s efficiency, M I S & Key Performance Indicators Reporting.
4. Financial Study for NMC Transport department.
5. Survey on Passenger Willingness.
